The Finnish government is currently preparing local government trials on employment, piloting the transfer of some of the functions of employment offices (some tasks of the TE Office) to municipalities. The city of Jyväskylä is one of the municipalities selected for the trials, together with the municipalities of Laukaa and Muurame as well as the city of Äänekoski. These four make up the Jyväskylä region employment pilot area. The trial commences on March 3, 2021 and continues until June 30, 2023.

The trials test new practices for promoting employment 

The trials are intended to improve access to the labour market, especially for those who have been unemployed for a longer period, and those whose position in the labour market is poor. The goal is to augment the expertise in employment offices with that of the municipal employment, educational, social, and health services, resulting in an ability to quickly direct job seekers to the services right for them, and consequently to achieve employment faster. Through personal service and a multidisciplinary service model, a job seeker can quickly be put on a path to employment specifically tailored to them. 

Legally, the trial causes the municipalities participating to take on official duties stipulated in the Act on Public Employment and Business Service as well as the Unemployment Security Act. In addition, a part of the staff in the local employment offices is transferred to the service of the municipalities for the duration of the trials. 

Throughout the country, about 250,000 job seekers will see their clientship transferred from state employment officers to municipalities. For the Jyväskylä region local government trials, around 14,000 people in Jyväskylä, Laukaa, Muurame and Äänekoski will be affected. The trials concerns all unemployed people and people participating in employment services who receive an unemployment benefit paid by the Social Insurance Institution of Finland. In addition, all job seekers speaking a foreign language and all job seekers under the age of 30 will be clients of the local government trials in the participating municipalities. 

– Job seekers moving to the Jyväskylä region employment pilot will receive services from the trial municipalities’ own service points in Laukaa, Muurame, Jyväskylä, and Äänekoski. In Jyväskylä, the service point will be located at Asemakatu 4. In this one address, a job seeker can access a versatile palette of services guiding them towards employment and education, says Hanna Lähteelä, manager of the local government trial in the Jyväskylä region. 

A case worker provides personal customer service 

In the local government trial on employment, the clients are assigned a case worker who can work with the client to map out services consistent with their goals. The services are being planned and developed from the viewpoint of the customer, not the organisation. 

The trial on employment will contact the clients 

Those eligible for the local government trial on employment will become its clients automatically. They will be informed of transfer of their clientship through a letter, or through the employment office’s online service, and the transfer will not require any action from the client. All those being transferred to the client groups of the local government trial on employment will be informed during March 2021. 

To become a client of the local government trial on employment later, all that is required is for one to register as an unemployed job seeker with the Central Finland TE Office as normal.
